Preheat oven to 350F.
Add rice and water to sauce pan. Bring to boil, cover and cook for 10mins until tender.
In a skillet over medium heat, brown the ground beef.
Mix together the rice, beef, tomato sauce, worcestershire sauce, garlic and onion powder, salt and pepper. Mix well.
Cut the tops off the peppers and hollow out the insides. Square the bottoms in necessary to make them stand.
Fill with the mixture, and top with extra tomato sauce.
Bake for 30mins, then baste with extra sauce, and top with Italian blend cheese.
Return to over for additional 30mins.
